1. Program Overview

 

The JK Electrical Compliance and Safety Program aims to promote a culture of safety and regulatory compliance. It includes guidelines to meet both New York State and federal OSHA regulations, specific safety protocols for electrical work, and training resources. All employees are required to familiarize themselves with this program and adhere to its guidelines.

2. Regulatory Compliance

New York State Regulations

  • NYC Construction Codes: Compliance with NYC Construction Codes for electrical installations, including requirements for safe electrical work environments.

  • New York State Labor Law: Adherence to worker safety laws, including those specific to electrical work and construction.

  • New York State Department of Labor: Follow guidelines on electrical safety and construction practices.

Federal OSHA Regulations

  • OSHA Standards: Adherence to OSHA standards, including 29 CFR 1910 (General Industry) and 29 CFR 1926 (Construction), which cover general workplace safety and construction safety.

  • OSHA’s Electrical Safety Standards: Compliance with 29 CFR 1910.331-.335, which outlines electrical safety-related work practices.

3. Safety Policies and Procedures

 

Personal Protective Equipment (PPE)

  • Requirements: All workers must use appropriate PPE, such as insulated gloves, safety glasses, hard hats, and flame-resistant clothing.

  • Maintenance and Inspection: Regularly inspect and maintain PPE to ensure it is in good condition.

Electrical Safety

  • Safe Work Practices: Follow procedures for working on or near electrical installations, including using insulated tools and proper grounding techniques.

  • Safe Work Environment: Ensure electrical panels, circuits, and wires are maintained and free of hazards.

 

Fall Protection and Prevention

  • Fall Protection Systems: Use guardrails, safety nets, and personal fall arrest systems where required.

  • Training: Employees must be trained on the proper use and maintenance of fall protection systems.

 

Lockout/Tagout

  • Procedures: Implement lockout/tagout procedures to ensure machinery and electrical systems are de-energized before servicing.

  • Training: Train employees on lockout/tagout procedures, including the proper use of locks and tags.

 

Hazard Communication

  • Labeling: Properly label hazardous materials and chemicals used on-site.

  • Safety Data Sheets (SDS): Ensure SDS for all hazardous materials are available and accessible.

 

Portable Tool and Equipment Safety

  • Inspection: Regularly inspect portable tools and equipment for damage or wear.

  • Safe Use: Follow manufacturer instructions and safety guidelines for the operation of tools and equipment.

  • Orientation: Provide a comprehensive safety orientation for all new employees, covering company policies, OSHA regulations, and specific job site hazards.

  • Certification: Ensure that employees have the necessary certifications for their roles and tasks.

Ongoing Training

  • Specialized Training: Offer additional training for specialized tasks or equipment as needed.

  • Investigation: Conduct thorough investigations to determine the cause of incidents and implement corrective actions.

  • Documentation: Maintain detailed records of incidents and the steps taken to address them.

  • Regular Reviews: Periodically review the safety program to ensure it remains current with regulations and effective in preventing accidents.

  • Feedback: Collect feedback from employees and integrate suggestions for improvement.

  • Updates: Update the program as needed based on new regulations, industry best practices, and lessons learned.

7. Documentation and Record-Keeping

  • Safety Records: Keep records of training, inspections, incident reports, and regulatory compliance.

  • Accessibility: Ensure safety documentation is readily accessible to employees and relevant authorities.

  • Retention: Follow legal requirements for the retention of safety records and documentation.
